Abstract:
The original CBI Protected Areas Database (PAD) was the product of a collaborative effort between the Conservation Biology Institute and World Wildlife Fund, USA. The second and third versions of the PAD represent updates of the first database. This fourth version of the PAD specifically includes a complete update of twenty eastern and five western U.S. States (please refer to the read this first.pdf file for state specificity) and the SWReGAP update for the southwestern US (AZ, CO, UT, NM, and NV), the most recently released National Wildlife Refuge Boundaries from USFWS for the whole country, and editing of identified label inconsistencies. The update contains boundaries of most federal and state owned/managed protected areas in the coterminous United States and Alaska, and includes county, city, and private reserves when data were available. Polygons are assigned with a GAP Analysis Program (GAP) code of 1, 2, 3, or 4 and IUCN category of I through VI, NA or Unknown. We added an additional GAP code of “5” to designate bodies of water. Please note that MN GAP has assigned some additional GAP codes which are described in their metadata file. Additionally, the database contains information about parcel type, ownership, size, and protection level.
Purpose:
This dataset was created to provide natural resource managers with a spatially explicit digital dataset that can be used to assess the protection status of natural ecosystems and individual biodiversity elements throughout the United States.

The data used to compile the finished database came from a variety of sources and were produced at different map scales. Most of the data were at a scale of 1:100,000 or finer. Therefore, this dataset can be used appropriately for coarse-scale analyses at the state or ecoregion level.

Appropriate uses include:

  1. Statewide biodiversity planning
  2. Regional planning or biological assessments
  3. Coarse-scale (e.g. national) evaluation of ecosystem representation within existing protected areas

Inappropriate uses include:

  1. Resource planning at the local level in most parts of the country
  2. Establishing exact legal boundaries of protected areas
  3. Determining exact areas for parcels

The CBI Protected Areas Database was developed from many existing datasets. However, most work was done on a state-by-state basis and then combined to produce the final PAD. Statewide coverages were developed using the following procedures:
  1. For each state, all the relevant datasets were combined using the UNION command. Linework was cleaned up, sliver polygons removed in most cases, and label errors corrected.
  2. Attributes for the CBI PAD (see Entity_and_Attribute_Information) were added and all others were removed.
  3. The finished statewide datasets were re-projected from the source projection into NAD_1927_Albers (see Spatial_Reference_Information for specific parameters).

Protection codes (GAP and IUCN) were assigned to each parcel in every statewide coverage.

GAP Codes

  1. National GAP Analysis Program (GAP) codes were assigned to each polygon in every statewide coverage in the following manner. Existing GAP codes were used when these were available from the GAP Program. The following states had existing GAP codes:

  2. GAP codes for the remaining states were assigned according to criteria defined by the National GAP Program (Scott et al. 1993). Because there was no practical way to contact each manager of every protected area to determine management practices, we were forced to assign protection levels categorically by parcel designations. In general, codes were assigned in the following manner*:

There were hundreds of different designation types in the statewide coverages. Designations not mentioned above were assigned GAP codes determined by the usual management strategy for that land type. We consulted state officials when we were unsure of the management status of a given designation type. In some cases, we were unable to determine the management type for a given designation using the above strategies. In these cases, we assigned a GAP code by consensus of several CBI scientists who are knowledgeable about land use issues within the U.S. *Please note that MN GAP has assigned some additional GAP codes which are described in their metadata file.

For the United States, we assigned IUCN codes based on the IUCN's categories for conservation management (IUCN 1994). In general, parcels with a GAP code of 1 corresponded to IUCN categories I-III; GAP code 2 corresponded to IUCN categories IV and V; some GAP code 3 parcels corresponded to IUCN category VI, while others with intensive extractive uses (e.g. National Forest) are not covered under the IUCN's conservation management categories, and therefore did not receive an IUCN code.

All statewide coverages were merged together to create the final CBI Protected Areas Database for the conterminous U.S.
  • The MAPJOIN command in Arc/Info was used to join all state coverages together. In many cases, there was a close match along state boundaries, requiring only minor shifts in lines. In cases where the edges showed major discrepancies (often the result of differences in scale of the data sources) the more accurate linework was used as the boundary, and the edges were not forced to match.
  • Area in Hectares and Acres was calculated for the final database.
